    Main objective of the Scheme

    • To prohibit manual scavenging and rehabilitate those engaged in it.

    Benefits/Provisions under the Act:

    • Prohibition of Unhygienic Toilets: Conducting surveys of unhygienic toilets and converting them into sanitary toilets.
    • Identification and Rehabilitation: Identifying manual scavengers, registering them, and rehabilitating them.
    • Prohibition of Hazardous Cleaning: Prohibiting hazardous cleaning of sewers and septic tanks.
    • Mechanical Cleaning: Ensuring sewers and septic tanks are cleaned mechanically.
    • Responsibility of Rehabilitation: The responsibility of rehabilitating manual scavengers lies with the District Magistrate.
    • Compensation: Provision for one-time compensation.
    • Housing and Financial Assistance: Providing land and financial assistance for building houses or providing ready-built houses.
    • Vocational Training and Loans: Offering vocational training and concessional loans for alternative livelihoods.
    • Penalties: Building unhygienic toilets and employing manual scavengers is a punishable offense.
    • Surveys: Local self-government bodies are responsible for conducting surveys of unhygienic toilets and manual scavengers.
    • Compensation for Deaths: Provision for immediate assistance of ₹10 lakh to the heirs of manual scavengers who died while performing manual scavenging since 1993.
    • Special Management Cell: Establishing a special management cell.
    • Effective Implementation: Ensuring effective implementation of welfare schemes.
    • Awareness Programs: Conducting awareness programs.
